1.Dearness Allowance: D.A. is part of a person's  salary, D.A. is calculated as a percent of the basic salary. D.A is paid to the employee to compensate them for erosion in the wages due to increase in the price level. The system of payment of DA has its own diversity and disparity in the pattern of payment of remuneration to employees.
DA is normally revised twice in a year ie,in January and July based on the Prize Index. During suspension period it is paid on subsistence allowance. DA is admissible during when employee is in leave except extra ordinary leave.Pensioners and the family pensioners are granted D.A. against the price rise.
After implementation of VI central pay commission  the DA admissible to all categories of Central Government employees shall be admisible from the dates mentioned

2.House Rent Allowance (HRA):
 For the calculation of HRA the VI pay commission has classified the cities as X, Y & Z. The rate of HRA according to this classification as follows.

3. TRANSPORT ALLOWANCE: The VI pay commission has abolished the CCA (Compensatory(city)Allowance) and made this  Transport allowance according to the Grade pay being drawn by the employees.

The blind or orthopedically handicapped employees in terms of this Ministry’s letter No. PC-V/97/I/7/12 dated 16.12.97 (SCR S.C.No.220/97) shall continue to draw this allowance at double the normal rates, subject to minimum of Rs.1000/-


Night Duty Allowance: Granted to certain specified categories of Non-gazetted  Railway employees in following cases.
·          Group C& D workshop  staff and supervisory staff working in regular shift in workshops.
·         Group C staff working in Confidential capacity.
·          Running staff required to perform night duty.
·          RPF staff when they are deputed to escort pass train.(R.B.No.E(P&A)II-79/HW-1of 23.7.79).
·          In case of AC couch staff , full credit will be given for the time spent in travelling.
·          Staff attending TA camp are entitled to average NDA.
Paid for actual duty performed between 22 hours and 6 hours.)Rates of Night Duty Allowance (NDA) with effect from 01.01.2012 for ‘Intensive’, ‘Continuous’ and ‘Excluded’ categories and Workshop staff.

·          All Group C& D employees classified Intensive, Continuous and Essentially Intermittent.

Overtime Allowance : Over-time allowance means the payment made to an employee for work done y him beyond the duty hours prescribed statutorily.
Principle of averaging: the averaging periods is a week in case of EI and two-weekly in case of Continuous and Intensive rosters.(i)     This shall apply: (i) Running staff
(ii)  Operating staff
(iii) Shift workers
(iv) other Railway employees whose work is connected with the work of any of these categories

Calculation
Between rostered hours of work and statutory limit during the averaging period
1 1/2 times the ordinary rate of pay.

For excess hours beyond limit prescribed in Sec 132 of Railways Act

For Running staff 30% of basic pay as element of Running Allowance will be also taken into account for calculation..


Travelling Allowance : This allowance is granted on the % of absence from HQ.

Allowance in Lieu  of Running Room Facility: This allowance is granted to the staff whose stay at a station, where  running room facility  is not provided, exceeds four hours from the time he “sign off” at the station.
When the staff  takes rest in the running room where cooks are not provided, they should be given this  allowance at half the rate. 

Waiting duty Allowance:   At the rate of 15 kmph/hour upto 10 hours in the following case:·         Waiting/Standby duty as per roster.
·         Station duty including detention on account of cancellation of trains or cancellation of booking of staff At the rate of 15 km per hour after they have reported for duty.
·         Running staff kept back in administrative interest such as booking for President’s special, Relief Trains etc.

Officiating Allowance·         When Running staff are put to officiate in a Running post for 30 days or less Officiating Allowance shall be paid as admissible in the lower grade plus running allowance at the rates applicable to higher grade in which they officiate enhanced by 15% except Fireman A/ALP and second Fireman.
·         When Second Fireman is put to officiate as Fireman A/ALP enhancement will be 20% of actual kilometrage performed.
·         When put to officiate in a running post for more than 30 days their pay will be fixed under normal rules.
·         When put to officiate in a Stationary post for more than 30days their pay will be fixed on the basis of pay in lower post as pay element of Running allowance.
·         When period is 30 days or less Officiating Allowance shall be paid for a period of 14 days only

Outstation(Detention) Allowance·         Running Staff who are held up at any station other than headquarters due to an accident for a period exceeding 16 hours from the time they ‘sign off’ shall be paid Outstation(Detention) Allowance at the rate of 70 km for every 24 hour or part thereof after expiry of 16 hours from time of ‘signing off’.

Allowance in lieu of kilometrage:  when                                                      Running Staff are employed in non-running duties they will be entitled for Allowance in lieu of kilometrage as indicated below for every calendar day: i) At Headquarters – 30% of Basic Pay. ii) Outstation - Allowance in lieu of kilometrage at the rate of 160 km per calendar  day.This is admissible in the following cases:·         Attending Medical examinations.
·         Journey on transfer.
·         Joining Time.
·         Refresher Courses & Training in carriage sheds.
·         Attending enquiries.
·         Attending law courts.
·         Attending as Defensel Counsel .
·         Trade Union meetings.
·         Attending First Aid classes.
·         Attending Ambulance classes.
·         Taking part in Territorial Army camps.
·         Attending Staff Loan societies.
·         Attending Welfare and Debt Committees.
·         Attending Sports Duties.
·         Undergoing Sterilisation operation.
·         Attending Hindi examination.
·         Guards booked on escort duties.
·         LP/ALP kept as spare for examination/cleaning engine for VIP special trains.
·         Any other duties declared in emergency as qualifying for Allowance in lieu of kilometrage.
·         Allowance in lieu of kilometrage 120 km to LPs working as Power Control/Crew Control.

Ghat Sections·         Sections with a ruling gradient 1:40 or steeper shall be classified as Class I Ghat section. Running staff working on ghats where banker is employed in assisting train computation of km will be 5 times the actual distance travelled.
·         In all other cases(including where banking engine is run as a Light Engine or assistance not required) it shall be calculated as 5 times actual distance travelled in case of Class I Ghat and 3 times Class II Ghats.

Shunting Duty Allowance
·         Where main line crew is used for shunting at terminals preceded by or followed by train working such duty shall be paid at 15 km per hour.

·         Running staff working Van Goods trains and Through Goods trains.

Computation of kilometrage for slow moving trains
Shunting and Van goods trains
For first 60 km
To be paid at double the kilometrage.
Beyond 60 km
To be paid at 3 times the kilometrage.
Ballast/Material Train/Crane Special and Light Engine on Medical account
20 km per hour subject to a maximum of 200 kms for prescribed hours of duty from signing on to signing off.
Brake Down special and Medical Relief Train
25 km per hour duty from signing on to signing off.

Breach of Rest Allowance:  Payable as Overtime Allowance under HOER at the rate of 2 hours for every hour by which rest fall short of prescribed hours of rest.


Night Patrolling Allowance This allowance will be admissible only to the gang man(permanent) or casual labor with temporary status at the rate of Rs. 8.00.wef 1.1.211

Spl Allowance for Engineering Gateman :This allowance is eligible the gateman  working in difficult gate. It is Rs.375 p.m w.e.f , 01.01.2011


Washing Allowance : This allowance is an allowance granted to certain categories of staff in some departments, who are provided with uniform and are required to keep  their dress clean.





Allowance to Nursing Staff.--The following allowances shall be granted to the nursing staff on railways-   

a). Nursing Allowance : The Nursing Personnel of all categories at all levels working in Railway Hospital and registered under the Indian Nursing Council Act are eligible. The Nursing Allowance will be payable at Rs.4000/-p.m. w.e.f. 1.1.2011.
Nursing Allowance is a total compensation for the conditions of working including night work, the Nursing Staff would cease to be eligible for Night Duty Allowance.b). Uniform Allowance: The Uniform allowance may be granted either on a monthly or an annual basis at the discretion of the Railway Administration.   This allowance will  be payable at Rs. 7500 per annum w.e.f, 01.01.2011

c). Washing Allowance Rs. 375/- are eligible per month w.e.f, 01.01.210


Break Down Allowance : A  Breakdown means an accident which requires the attendance of  a breakdown train or engine with special  staff and equipment  from the nearest depot. Staff  utrilized for breakdown  for duties should be earmarked and the allowance and amenities given to them.
