CHILDREN  EDUCATION ALLOWANCE

Children Education AllowanceThis allowance include  of Tuition Fee and Hostel subsidy.

1). It can be avail up to a maximum of 2 children. For children of Railway Employees from Nursery to 12th class held by Junior Colleges or schools affiliated to Universities or Boards of Education or initial two years of a diploma/certificate course from Polytechnic / ITI / Engineering College, if the child pursues the course after passing 10th.                   


2).  Fee is charged by the school for teaching through audio-visual tools, the same can be reimbursable. (O.M No.12011/07/2011-Estt.(AL),Dated 23rd may 2012).* Development Fee/Parents’ Contribution charged by the school/institution in lieu of tuition fee shall be reimbursed(O.M No.12011/07(ii)/2011-Estt.(AL),dated 21.02.12). 

 

3) Hostel subsidy amount shall be hiked from Rs.36000 to Rs.45000 wef 01.01.2011 , ie after cross the DA more than 50%.                 

 

4).   Children Education Allowance shall be admissible to Railway servants up to a maximum of two children at the maximum rate of Rs.12,000 (since revised to Rs.15,000/-) per annum per child. For disabled children Rs.30000 per annum.

6).  The Government servant is  allowed to get 50% of the total amount subject to the overall annual ceiling in first quarter and remaining and in the 3rd and 4th quarter . Front loading of the entire amount in the 1st and 2nd quarter is not allowed. ( OM.No.21011/16/2009-Estt.(AL) ,Dated 17.6.2011).


7).   The Government servant can claim full amount subject to the annual ceiling of Rs.15,000/- in the last quarter.


8).   The CEA /Hostel subsidy shall be admissible till the end of the academic year in which the Government servant ceases to be in service due to retirement , discharge, dismissal, or removal from service.


9).  The Government servant dies while in service the CEA or Hostel subsidy shall be continue,


10).  The upper age limit for the disabled children has been set at the age of 22 year and in case of other children the age is 20 year.There will be no minimum age for any child for claiming reimbursement of Children Education Allowance/Hostel Subsidy,with regard to physically challenged children the minimum age of 5 (five) years has been prescribed..(ONo.12011/07(ii)/2011-Estt.(AL) ,Dated  21.2.2012 ).


11).   Development Fee/Parents’ Contribution charged by the school/institution in lieu of tuition fee shall be reimbursed. The Government servant will have to certify to the effect that tuition fee has not been charged by the school/institution.

12).   Fee charged directly by the school/institution for catering to the special needs of the child with disabilities, duly certified by the school authorities, shall be reimbursed.(OM No.12011/07(ii)/2011-Estt.(AL) ,Dated  21.2.2012 ).


13).  The CEA would be admissible for more than two children in case the number of Children exceeds two as a result of the second child birth resulting in twins or multiple birth.  This implies that the CEA will be admissible  only in the cases of two eldest surviving children and CEA for third or subsequent child will only be permissible if there is a case of multiple birth at the time of second childbirth.  Further, reimbursement of CEA for the 3rd child is admissible in case of failure of sterilization operation.( As per OM No.12011/03/2008- Estt.(AL) dated 11.11.2008 ).

14).Tuition fee, admission fee, laboratory fee, special fee charged for agriculture, electronics, music or any other subject, fee charged for practical work under the programme of work experience, fee paid for the use of any aid or appliances by the child, library fee, games/sports fee and fee for extra-curricular activities are reimbursable subject to the condition that the  aforementioned fee are charged by the school directly from the student. (  As per OM No.12011/03/2008- Estt. (AL) dated 2.9.2008 ).


15).  Reimbursement for purchase of one set of text books and notebooks, two sets of uniforms prescribed by the school in which the child is studying, one pair of shoes, in an academic year are reimbursable. Uniform include all items of clothing prescribed for a day, as uniform by the school, irrespective  of colours / winter/ summer PT uniforms.


16). The reimbursement of CEA is not linked to the performance of the child in his class.  Even if a child fails in a particular class, the reimbursement is permissible.


17).   The school/institution has to be recognized by the Central or State Government or UT administration or by University or a recognized educational authority  having jurisdiction over the area where the institution is situated.


18).  The CEA is payable for the children of all central Government employees including citizens of Nepal and Bhutan, who are employees of Government of India, and whose children are studying abroad.


19). The term Hostel Subsidy would mean expenses incurred by the Government servant if he/she keeps his/her children in a hostel of a residential school/institution located beyond a distance of 50 kilometers from his/her residence. 

The latest Clarification of Govt in May 2012 (O.M No.12011/07/2011-Estt.(AL) dated 31.05.2012)liberalised the condition of eligibility on the basis of Pin Code:

At last, in May 2012, DOPT has taken a reasonable decision to the effect that the term Hostel Subsidy would mean expenses incurred by the Government servant if he/she keeps his/her children in a hostel of a residential school/institution located beyond a distance of 50 kilometres from his/her residence.
It was also clarified in the same Office Memorandum dated 31.05.2012 that hostel subsidy is not related to transfer liability of the Government servant.
So after issue of clarifications in the Office Memorandum dated 31.05.2012, hostel subsidy has to be allowed if the children of a government employee is studying and staying in a boarding school which is more than 50 km away from the place of working of the employee irrespective other factors such as schools are available in the place of working, the employee is not under any transfer liability etc.
